Glenda Skipper – Board-Certified Human Trafficking Investigator. 

Glenda H. Skipper is the Founder and Executive Director of One Child At A Time, a 501(c)(3) nonprofit organization dedicated to preventing human trafficking and strengthening communities through education, advocacy, and early intervention. With more than 8 years of frontline experience in trafficking prevention, she has educated tens of thousands of students, parents, educators, professionals, and community leaders on human trafficking awareness, online safety, and age-appropriate, victim-centered prevention strategies. Glenda is a Board-Certified Human Trafficking Investigator and a licensed South Carolina Private Investigator with OC Investigations. She holds a master’s degree in human services counseling with a concentration in Crisis Response and Trauma and is currently a Ph.D. candidate in Criminal Justice – Homeland Security at Liberty University. She is also a Certified Mental Health Coach through Light University, bringing a trauma-informed, student-centered lens to both prevention education and professional training. Her commitment to addressing human trafficking from a global perspective has taken her across four continents and thirteen countries, where she has studied trafficking dynamics firsthand, including in Mumbai, India where she has worked and partnered since 2017 with Rays of Hope Ministry located in Khalapur’s redlight district.

These experiences have informed her ability to translate complex global trafficking trends into practical, school-based prevention strategies that support student safety and educator confidence. As the author of middle and high school curricula focused on human trafficking prevention and online safety, Glenda’s educational programs have been implemented in school districts since 2021 across the Pee Dee Region of South Carolina. She collaborates closely with educators to ensure content is developmentally appropriate, trauma-informed, and supportive of student well-being. She is an active member of the South Carolina Human Trafficking Task Force and serves as the South Carolina Ambassador Trainer for Rotarians Against Trafficking Humans (RATH),advocating for prevention, protection, and survivor-centered restoration statewide. Grounded in more than a decade of research and practice, Glenda’s work is driven by a core conviction: prevention through education is not only more effective than rescue, but also essential to safeguarding students, families, and communities before exploitation occurs.
