Rokey Suleman is the Director of the Richland County, SC Board of Voter Registration and Elections. Before coming to Richland County, he was a senior level consultant supplying election and political analysis to various state and local governments as well as international organizations. His clients included the Commonwealth of Virginia, the Commonwealth of Puerto Rico, National Democratic Institute, The Carter Center, Organization for Security and Cooperation in Europe and Creative Associates. He served as the Senior Election Advisor to the State Election Commission of Montenegro through an agreement with the OSCE Mission to Montenegro and his work has also taken him to Ukraine, Egypt, Russia, Nepal, Mongolia, Georgia, and Afghanistan as well as short stints as an observer in Kazakhstan, Macedonia, Belarus, Tajikistan, Liberia and Azerbaijan.
Prior to becoming a consultant, Mr. Suleman was the Executive Director of the District of Columbia Board of Elections and Ethics. In this capacity, he was responsible for purchasing and implementing new electronic tabulation voting equipment and electronic poll books and creating standards for and implementing early voting and vote centers, same-day voter registration, no-fault absentee voting and pre-registration of sixteen-year-olds as well as creating a federally compliant method of voting for military and overseas voters in a single election. He has also been an elections director in Fairfax, Virginia and Trumbull County, Ohio and has testified to the United States Congress as an election expert on three occasions.
Mr. Suleman holds a Master Degree in Public Administration from the University of Akron and a Bachelor of Arts in History from Youngstown State University.
