The agency was created by the U.S. Congress in 2004 with strong bipartisan support, and is governed by a public-private board of directors whose chair is the Secretary of State.  MCC creates opportunities for people to lift themselves out of poverty by investing in projects that lead to economic growth in sectors like power, clean water and roads, and they help our partner country governments create the right climate to attract private investment. To maximize impact, MCC works closely with the private sector to leverage additional financing and they only partner with poor countries that meet rigorous standards for good governance, from fighting corruption to respecting the rule of law.
